A signal is a measured change that cleared its threshold, once per project per window, on any published project. What changed counts every change HEY recorded on projects building on Robinhood Chain, threshold or not, over its own window, so its figure is a different one.

Chip figures count signals in the last 30 days. Each signal sits in exactly one group, so the groups add up to 13,846: the 8,921 under All and 4,925 new project pages, which only Launches lists. Within each group, projects with Robinhood Chain evidence are listed first.
